Disability Centers in Ireland Highlighted in HIQA’s Latest Inspection Reports

The Health Information and Quality Authority (HIQA) has published 27 inspection reports on disability centers. These inspections, conducted under the Health Act 2007 (Care and Support of Residents in Designated Centers for Persons (Children and Adults) with Disabilities) Regulations 2013, and the National Standards for Residential Services for Children and Adults with Disabilities, apply to residential services in Ireland.

Among the 27 inspections, inspectors found a generally good level of compliance with the regulations and standards in 15 disability centers, operated by various providers such as Redwood Neurobehavioural Services Unlimited Company, St Catherine’s Association CLG, St John of God Community Services CLG, St Michael’s House, Stewarts Care DAC, Sunbeam House Services CLG, Talbot Care Unlimited Company, and Western Care Association.

At a center in Louth, operated by St John of God Community Services CLG, residents were well-integrated into their community and held valued social roles. Two residents participated in a community clean-up program weekly. At a Dublin center run by St Michael’s House, residents expressed high satisfaction with staffing, activities, and choices, with comments like “I like the garden,” “the staff is brilliant,” and “Of course I feel safe.”

Weekly Meetings Foster Communication at Dublin Center, But Governance Issues Plague Others

In another Dublin center managed by Stewarts Care DAC, residents’ meetings were held weekly, allowing residents to share updates, discuss plans, and understand their rights to safety at home. These meetings were facilitated by staff who were well-acquainted with residents’ communication styles.

Despite the positive findings, non-compliances impacting care and support were identified in 12 other disability centers. Poor governance was a significant issue in three disability centers operated by Sunbeam House Services CLG. In one center, poor resident compatibility and inadequate safeguarding plans compromised residents’ protection, and better staffing arrangements were needed. The other two disability centers required premises improvements to ensure residents’ safety and needs were met.

At a center run by St Joseph’s Foundation, poor governance, and management impacted residents’ healthcare, support plans, safeguarding practices, and respect for residents’ rights and choices. Similarly, two disability centers operated by St Michael’s House exhibited restrictive practices and poor management of safeguarding incidents, adversely affecting residents’ safety and quality of life.

HIQA Reports Highlight Fire Safety, Management Issues in Disability Centers

Fire safety and premises improvements were needed at two centers operated by St John of God Community Services CLG to meet residents’ needs. At a center managed by the Rehab Group, issues were identified in managing residents’ finances and medications. Staff training improvements were also necessary at a center run by St Hilda’s Services to better meet residents’ needs.

Better management of residents’ medications was required at two disability centers operated by Talbot Care Unlimited Company and Redwood Extended Care Facility Unlimited Company. These improvements are essential to ensure that residents receive the appropriate care and support they need.

The recent HIQA inspection reports highlight both the strengths and areas for improvement in disability centers across Ireland. While many centers demonstrate high compliance with regulations and standards, significant issues in governance, safety, and management must be addressed in others. These findings underscore the importance of continuous monitoring and improvement in the quality of care and support provided to people with disabilities.
