Heart Failure Management: G-BA Commissions IQWiG to Review Structured Support Programs

The Joint Federal Committee (G-BA) has mandated the Institute for Quality and Efficiency in Healthcare (IQWiG) to conduct an evidence review on the use of structured support programs for monitoring heart failure patients. This decision aligns with the latest amendment to the Disease Management Program (DMP) guidelines.

During its meeting on 15 May 2024, the Subcommittee on Disease Management Programs (DMP) of the G-BA, following 4 Paragraph 2 Sentence 3 Letter a of the procedural rules (VerfO), assigned the IQWiG a specific task. This assignment falls under the IQWiG’s responsibilities as per 137a Paragraph 3 of the Social Code Book V (SGB V).

The IQWiG is tasked with conducting a thorough literature review based on the 35th amendment to the DMP requirements guideline (DMP-A-RL): Amendment of Annex 13 (DMP Heart Failure) and Annex 14 (Heart Failure – Documentation) from 18 April 2024. The research will focus on intervention studies related to structured support programs and evaluate the current state of knowledge.

IQWiG to Assess Evidence for Heart Failure Support Programs in Line with National Guidelines

The IQWiG’s primary focus will be to assess the evidence of structured support programs, considering the evidence presented in the National Care Guideline for Chronic Heart Failure Version 4.0. The inclusion criteria for DMP Heart Failure, as decided on 18 April 2024, will be integral to this assessment.

In addition to the primary objective, the IQWiG must adhere to the following obligations:

  • Maintain the confidentiality of discussions and documentation as specified by the G-BA’s procedural rules.
  • Follow the G-BA’s procedural regulations throughout the project.
  • Provide regular oral updates on the project’s progress.
  • Be available to the G-BA committees for questions and clarifications during the project’s duration.

IQWiG to Submit Final Report on Heart Failure Support Programs by October 2024

The IQWiG ensures that all reports and documents produced will comply with copyright regulations and be usable by the G-BA without legal restrictions. Furthermore, the IQWiG commits to indemnifying the G-BA against any third-party claims. The final report must be submitted by 4 October 2024. This decision will be published on the G-BA’s website at www.g-ba.de.

The mandate aims to enhance the management of heart failure by exploring structured support programs’ effectiveness. These programs could provide significant benefits in patient monitoring and outcomes. The evidence review will offer critical insights into how these programs can be integrated into existing DMPs, aligning with the national guidelines for chronic heart failure management.
