The Health Information and Quality Authority (HIQA) has released 28 inspection reports concerning designated disability care centers catering to individuals with disabilities. These evaluations assess compliance with the Health Act 2007 (Care and Support of Residents in Designated Centres for Persons (Children and Adults) with Disabilities) Regulations 2013 and the National Standards for Residential Services for Children and Adults with Disabilities, which apply to disability care facilities in Ireland.

Among the 28 inspected centers, 11, were managed by various providers including St John of God Community Services CLG, St Joseph’s Foundation, St Michael’s House, Steadfast House CLG, Stewarts Care Limited, Talbot Care Unlimited Company, and The Cheshire Foundation in Ireland, demonstrated a commendable adherence to regulations and standards.

Some instances of noteworthy practices observed during inspections include:

  • At a Cheshire Foundation center in Wicklow, residents expressed satisfaction with the care and support they received, emphasizing their feelings of safety and happiness. They also enjoyed tailored activities that catered to their needs and preferences.
  • A Talbot Care Unlimited Company facility in Kildare demonstrated effective arrangements for addressing residents’ needs during respite care stays, backed by comprehensive needs assessments and transitional plans, ensuring their social, emotional, and medical requirements were met.
  • In a Kerry-based center operated by St John of God Community Services CLG, staff had undergone human rights-based training, which empowered them to offer residents choices and greater community access. Additionally, premises were adapted, and support was provided to facilitate residents’ communication of their needs.

However, inspectors identified non-compliance with regulations and standards in 17 other cases. Notably:

  • Three non-compliant reports were published on centers operated by St John of God Community Services CLG. Urgent actions were mandated for premises safety at two centers, along with improvements in fire safety, governance, risk management, and residents’ personal finances management at another.
  • St Michael’s House centers received three non-compliant reports, indicating deficiencies in residents’ support, fire safety, premises conditions, fire precautions, and personal plans.
  • Talbot Care Unlimited Company had two non-compliant reports. One center faced urgent action requirements for managing incidents and supporting residents’ behavior, while the other needed improvements in admission arrangements.
  • Four reports pertained to centers operated by the Rehab Group, necessitating enhancements in various areas such as residents’ rights, premises maintenance, medication management, and complaint procedures.
  • Several other centers, including St Catherine’s Association CLG, Stewarts Care Limited, St. Joseph’s Foundation, and Sunbeam House Services CLG, required improvements in staffing, residents’ living conditions, and premises suitability.

The inspection reports aim to ensure the well-being and quality of care for individuals with disabilities in Ireland’s designated centers.
